JobSource and The Reserves Network Combine to Deliver Employers Faster Hiring, Broader Reach, and Greater Value

CLEVELAND and ORANGE COUNTY, Calif., Oct. 5, 2026
Two founder-built staffing companies, more than 70 years of combined experience, and one national platform designed around a single question: what do our customers actually need to get work done?
CLEVELAND and ORANGE COUNTY, Calif., Oct. 5, 2026 /PRNewswire/ — JobSource Inc. and The Reserves Network (TRN) have announced the completion of their merger, creating a national workforce services organization built to give employers more capability, more reach, and more consistency than either company could deliver alone.

For the clients of both organizations, the message is simple: the people you work with are not changing, and what they can do for you is about to expand significantly.
It started with a belief about what staffing should be
JobSource was founded in 1994 by Gabriel Garcia on a conviction that staffing should be more than filling open positions. It should give businesses the workforce strategies, technology, and operational support they need to grow.
Over more than 30 years, that belief turned a Southern California staffing company into a diversified workforce services organization. JobSource expanded well beyond temporary staffing into managed service programs, vendor management solutions, executive search, staff augmentation, and human resources services, supported by sustained investment in proprietary technology, centralized infrastructure, and experienced operational leadership. Every step of that expansion answered the same question: what else do our clients need that they cannot easily get anywhere else?
A company built by showing up
The Reserves Network was founded in 1984 in Fairview Park, Ohio by Air Force veteran and pilot Don Stallard. It grew into a family-owned company placing nearly 20,000 employees a year through more than 40 locations across the Midwest, Northeast, Southeast, and Southwest.
TRN’s reputation was built on something that does not scale easily: branches that know their markets, recruiters who know their candidates, and account teams that clients keep for years. Four decades of organic growth and strategic acquisitions produced a national footprint that still operates like a local business, and industry recognition for customer loyalty, growth, and management excellence followed.
Two companies, one platform
Together, JobSource and TRN combine JobSource’s technology platform and diversified service capability with TRN’s national footprint, deep community relationships, and decades of staffing expertise. The result is a single organization capable of supporting clients across the full employment lifecycle, from high-volume temporary staffing to executive search, HR services, managed service programs, and public sector workforce solutions.
“This merger just makes sense; the differences between our companies really complement each other,” said Gabriel Garcia, CEO of JobSource. “We are building a national workforce platform that reinvents how staffing and employment services get delivered. That means proprietary systems doing the repeatable work so our teams spend their time where it actually matters, which is in front of the people we serve. Our customers should feel that difference in how quickly we respond and how much we understand about their business.”
“This is the juice to drive growth,” said Neil Stallard of The Reserves Network. “We have a goal of becoming a billion-dollar company in the next four years, and we will get there the same way we always have, by growing our footprint organically and through continued strategic acquisitions. At the end of the day this is still a people company. Scale only matters if our customers get something out of it, and that is the standard we are holding ourselves to.”
What this means for our customers
The combined organization is built to deliver value that shows up in day-to-day operations, not just on an org chart.
- Faster fills. The organization is driving toward a benchmark of filling 10 people in 10 minutes, supported by proprietary systems designed to strip friction out of the staffing process without removing the human judgment that makes a placement stick.
- A deeper talent pool. Combined recruiting capability, expanded candidate networks, and national sourcing reach mean harder roles get filled and surge demand gets covered.
- More services from one partner. Clients gain access to temporary and contingent staffing, temp-to-hire and direct placement, on-site workforce management, MSP and VMS programs, executive search and professional recruitment, human resources consulting and outsourced HR support, specialized healthcare staffing, and government and public sector workforce programs.
- Coverage wherever you operate. Multi-location and multi-market employers get consistent service, consistent processes, and consistent reporting across every site rather than a different experience in every city.
- Better economics. Efficiencies of scale allow the organization to deliver competitive cost structures while maintaining the quality of service reflected in an industry-leading Net Promoter Score.
- Better visibility. Shared technology, centralized reporting, consolidated invoicing, and workforce analytics give clients a clearer picture of their contingent labor spend and performance.
- Stronger compliance behind every engagement. Centralized risk management, workers’ compensation, legal and regulatory compliance, and cybersecurity infrastructure now stand behind every placement.
- The same people you already trust. Branches continue to feel like home, staffed by the same seasoned professionals clients and candidates already know. The relationships do not change; the capability behind them grows.
How the organization is structured
The combined company operates as a family of specialized companies and market-facing brands, each focused on a distinct area of workforce management and talent acquisition. Clients work with the brand that fits their need while gaining access to the resources of the entire organization.
- JobSource, Inc. The parent company and centralized shared services group, providing executive leadership, finance and payroll administration, human resources and benefits, risk management and workers’ compensation, legal and regulatory compliance, information technology and cybersecurity, training and organizational development, proprietary workforce technology, reporting and marketing solutions to every operating brand.
- JobSource North America. The national platform for temporary and contingent staffing, covering temporary and temp-to-hire placement, direct placement support, light industrial and manufacturing staffing, clerical and administrative staffing, hospitality and food service staffing, on-site workforce management, and high-volume and multi-location recruitment programs.
- JSMSP. The vendor management system and managed service provider division, serving clients that need centralized management of contingent labor across multiple suppliers, facilities, markets, or business units. Services include MSP program design and management, VMS implementation and administration, supplier recruitment and performance monitoring, rate card and markup management, consolidated timekeeping and invoicing, and workforce analytics and compliance oversight.
- Alero. The executive search, professional recruitment, and staff augmentation group, focused on leadership and specialized professional talent through executive search, professional direct-hire recruitment, project-based professional staffing, interim leadership solutions, and recruitment process support. Alero will be led by Chris Carlson as president.
- CingularHR. The dedicated human resources services company providing HR consulting, administration and compliance support, onboarding and documentation, handbook and policy development, employee relations support and workplace investigations, training and leadership development, performance management programs, and fractional or fully outsourced HR services.
- Team1Medical Staffing. The specialized healthcare staffing brand, delivering temporary and contract medical professionals, temp-to-hire and direct-hire medical recruitment, clinical and non-clinical healthcare staffing, and credentialing and compliance coordination.
- The Reserves Network Government Services. The government contracting and public sector workforce group, leading staffing and workforce programs for federal, state, county, and municipal organizations, including RFP and bid response support, contract implementation and administration, supplier and subcontractor coordination, and contract compliance, reporting, and performance management.
Each brand keeps its market identity, specialized expertise, and client relationships while drawing on the shared leadership, technology, financial resources, and compliance infrastructure of the larger organization. The structure allows the company to stay responsive at the local level while delivering the scale, consistency, and reporting capability that regional and national clients require.
Backed by Catalur Capital Management
The combined organization is supported by Catalur Capital Management, LP, which served as funding partner for the transaction. Catalur is a New York-based investment management firm focused on credit and special situation opportunities, with a private capital practice dedicated to providing flexible financing to lower middle market businesses, including M&A financing, debt refinancing, and asset-based lending. The firm is known for structuring each investment around the specific needs of the company and its leadership team rather than applying a one-size-fits-all approach.
Catalur’s partnership gives JobSource and The Reserves Network the financial foundation to integrate their operations, continue investing in proprietary workforce technology, and pursue the organic growth and strategic acquisitions at the center of the company’s long-term plan. For clients, it means a staffing partner with the capital strength to keep pace with their needs as the organization grows.
The work starts today
This merger is about more than scale. It is about building a staffing company the industry has not seen yet, one that pairs the reach and resources of a national organization with the accountability and care of a business that still calls its branches home.
JobSource and The Reserves Network are homegrown businesses built by seasoned veterans of this industry. Together, the goal is not simply to grow bigger; it is to set a new standard for what employers, candidates, and communities should expect from a staffing partner.
